The baffling footage shows a huge circular shape seeming to move in and out repeatedly over San Diego, California, US.
It was posted to YouTube by renowned conspiracists Blake and Brett Cousins.
“The ring seems to implode on itself and deflate in a matter of seconds,” Blake can be heard saying.
His brother then adds: “Look at the way it constricts and retracts.
“It seems like it is being squeezed like a vice.
“What is creating this phenomenon?
“Could it be a holographic projection or even HAARP?”
The High Frequency Active Auroral Research Programme (HAARP) began as a research project between the US Air Force, Navy, University of Alaska Fairbanks and the Defence Advance Research Agency.
But many so-called truth-seekers believe the US government is using the HAARP programme to control weather occurrences.
More than 31,000 people have seen the latest supposed evidence and were quick to reach their own judgements.
“I’ve never seen a cloud do that,” one exclaimed.

A third went even further adding: “The ring has a few lights in it. That tells us it is UFO-controlled.”
Not everyone was convinced however, with some saying it was simply a hoax.
It comes after Daily Star Online exclusively revealed weather weaponisation is a possibility.
